Social and community participation is an important part of life for many NDIS participants.
Being able to take part in social activities, connect with others, access the community, build confidence and develop skills can contribute to greater independence and wellbeing.
However, changes to NDIS social and community participation funding are now part of the broader reforms to the Scheme. From 1 October 2026, participant budgets for social, civic and community participation supports will be progressively adjusted under the Government’s reform plans.
For participants, families, carers and support providers, understanding what these changes mean is important.
What Are NDIS Social and Community Participation Supports?
Social and community participation supports can help NDIS participants take part in activities and opportunities outside the home.
Depending on a participant’s individual NDIS plan and support needs, these supports may assist with things such as:
- Taking part in community activities
- Building social connections
- Developing confidence and independence
- Accessing local community facilities and events
- Participating in recreational activities
- Developing skills to become more independent
- Connecting with employment, education or volunteering opportunities
The NDIS currently includes assistance with social and community participation as one of its support categories.
Importantly, NDIS funding is based on an individual’s circumstances and support needs. Not every participant will have funding for every support category.
Why Is Social and Community Participation Important?
For many people with disability, being involved in the community is about much more than simply getting out of the house.
Social and community participation can help people:
Build independence
Taking part in everyday activities can help participants develop confidence and practical skills that support greater independence.
Stay connected
Community participation can create opportunities to meet people, build friendships and maintain social connections.
Improve confidence and wellbeing
Having opportunities to participate in meaningful activities can support a person’s confidence, sense of belonging and overall wellbeing.
Develop skills
Community activities can provide opportunities to practise communication, decision-making, travel and other everyday skills.
Prepare for employment
For some participants, developing confidence, communication and social skills through community participation can support their longer-term employment goals.
What Is Changing With NDIS Community Participation Funding?
As part of the Australian Government’s NDIS reforms, participant budgets for social, civic and community participation supports will be progressively adjusted from 1 October 2026.
The Government has stated that:
- Social, civic and community participation budget allocations will be reduced by 50%
- Capacity-building daily activity budget allocations will be reduced by 10%
- The changes will be progressively applied when relevant plans are renewed or reassessed
- Critical supports will not be affected by this particular budget reset
The Government says the changes are intended to bring spending levels closer to 2023 levels and make funding more consistent with comparable systems.
However, it’s important to understand that a 50% reduction in a budget allocation does not necessarily mean a participant will spend 50% less on their supports. The Government notes that the impact will depend on how much of the existing budget a participant is actually using.
Why Are These Changes Being Introduced?
The Government has said that the NDIS needs to become more sustainable while continuing to provide quality supports to people with disability.
For social and community participation specifically, the Government says the reforms are intended to encourage more genuine community participation rather than relying solely on individualised NDIS-funded activities.
As part of this approach, the Government has announced a $200 million Inclusive Communities Fund to help rebuild the capacity of community organisations to provide genuine participation opportunities.
The Government’s stated goal is to strengthen community participation and create more opportunities for people with disability to be included in community life.
What Could This Mean for NDIS Participants?
The impact will be different for each participant depending on their individual circumstances, plan and current use of supports.
Participants may need to think carefully about how they use their funding and which supports are most important for achieving their goals.
For example, it may be useful to consider:
- Which community activities are most important to you?
- Which supports help you maintain independence?
- What activities help you stay connected with your community?
- Are there skills you are currently working towards?
- Are there community, recreational, educational or employment opportunities you would like to access?
Having a clear understanding of your goals and support needs can help you have more meaningful conversations during your planning process.
Does This Mean Participants Can No Longer Access Community Participation Supports?
Not necessarily.
The changes relate to participant budgets and how funding is allocated. They do not mean that social and community participation will simply disappear from the NDIS.
The Government has specifically said that the reforms are intended to support genuine participation and inclusion, including through investment in community organisations.
However, participants should keep up to date with changes to their individual plans and funding arrangements.

Consider the activities, skills and connections that are important to you.
Keep relevant information organised
Keep information about your support needs, goals and circumstances organised so you can discuss them when required.
Speak with your support team
Your support coordinator, plan manager, LAC or NDIS contact may be able to help you understand changes and prepare for future planning conversations.
Follow official NDIS updates
NDIS reforms are being introduced progressively, so it’s important to rely on current information from the Australian Government and NDIS rather than social media posts or outdated information.
Social and Community Participation Is About More Than Funding
For many people with disability, community participation is an important part of living an ordinary and fulfilling life.
It’s about having opportunities to:
Connect with others.
Develop confidence.
Build independence.
